Public discussion

What is being discussed for Budget 2026-27

Themes that have appeared in public reporting and stakeholder statements. None of these are confirmed measures — they are the conversation, not the law.

Salaried-employee relief
Salaried representatives and several columnists have called for the PKR 600,000 tax-free limit to be raised to PKR 1,200,000 to keep pace with inflation since FY 2022-23. Whether this is fiscally feasible under the current IMF program is the open question.
IMF program constraints
Pakistan is operating under an IMF Extended Fund Facility. Past reviews have flagged that broad cuts to salaried tax must be matched by revenue from elsewhere — typically retailers, real estate, or agriculture — which historically has not materialised.
Surcharge on high incomes
The 9% surcharge above PKR 10M (introduced in Finance Act 2025) was sold as temporary. Whether it is removed, kept, or restructured will be one of the most-watched lines in the budget speech.
AOP / non-salaried equalization
AOP rates start at 15% above PKR 600,000 vs 1% for salaried — a long-standing distortion that pushes many AOP partners to register as employees. There is consistent talk of equalising treatment, but no concrete proposal.
Freelancer / IT export
The current Section 154A regime (0.25% PSEB / 1% non-PSEB) is widely seen as one of the cleanest parts of the tax code. The IT industry continues to lobby for it to be retained without change. Most likely outcome: status quo.
Slab structure simplification
There has been intermittent discussion about reducing the number of salaried slabs from six to four. No draft proposal exists publicly. Treat this as low-probability for 2026-27.

FAQ

Budget 2026-27 — questions

When will the Pakistan budget for 2026-27 be announced?
The federal budget for FY 2026-27 is expected to be presented to the National Assembly in early-to-mid June 2026 — historically the first or second week of June. The Finance Bill 2026 typically becomes the Finance Act 2026 by 30 June 2026, and the new tax rates take effect on 1 July 2026.
What tax rates apply right now (April–June 2026)?
The Finance Act 2025 is in force until 30 June 2026. For salaried individuals: 0% up to PKR 600,000; 1% on the next PKR 600,000; 11%, 23%, 30%, and 35% in higher slabs; plus a 9% surcharge if total taxable income exceeds PKR 10 million. AOP / non-salaried rates start at 15% above PKR 600,000.
Will the PKR 600,000 tax-free limit increase in 2026-27?
There is no confirmed change yet. The PKR 600,000 annual exemption has been unchanged since FY 2022-23, and salaried-employee groups have publicly campaigned for it to be raised to PKR 1,200,000. Whether the federal budget honours this depends on the IMF program constraints. We will reflect any change here within hours of the budget speech.
How does the IMF program affect the 2026-27 budget?
Pakistan is currently operating under an IMF Extended Fund Facility, which historically constrains the government from cutting tax revenue without identifying offsetting measures. This typically means slab-threshold changes are paired with rate adjustments rather than blanket relief. The budget must be acceptable to both the IMF and Parliament.
How quickly will FileKero update its calculator on budget day?
Within 2–4 hours of the budget speech. Our tax engine reads slabs from a content management system, so updating to new rates is a configuration change — not a code deployment. The /tax-calculator-2026-27 page will switch from "provisional" to "official" the moment the Finance Bill text is publicly available.
Where can I read the official Finance Bill 2026 once published?
The Finance Bill is published by the Ministry of Finance (finance.gov.pk) and tabled in the National Assembly on budget day. The Federal Board of Revenue (fbr.gov.pk) issues the related SROs. We will link to both here as soon as they are live.
What if my salary review is timed around July 1, 2026?
Use the Tax Calculator 2026-27 with the provisional baseline today to estimate your take-home, then re-check it the day after the budget. If the slabs change, our calculator will show you the new monthly deduction immediately so you can negotiate accordingly.
