Marginal vs effective rate
Pakistan's salary tax is progressive. The slab rate (1%, 11%, 23%, 30%, 35%) is the marginal rate: the rate paid only on the portion of income inside that bracket. Your effective rate is always lower because the brackets below also apply.
Example: a PKR 200,000/month salary (PKR 2.4M annual) sits inside the 23% bracket, but the effective rate is only ~5.7% — because the first 600k is tax-free, the next 600k is at 1%, and only the slice above 1.2M sees the higher rates.

What percentage of my salary is tax in Pakistan?
It depends on income. PKR 50,000/month pays 0%; PKR 100,000/month pays about 0.5% effective; PKR 200,000/month pays about 5.7%; PKR 400,000/month pays about 18%; PKR 1,000,000/month pays about 32% effective (before the 9% surcharge that applies above PKR 10M annual income).
Is salary tax the same as withholding tax?
For salaried employees, employers withhold income tax under Section 149 of the Income Tax Ordinance. Annual income tax is divided by 12 and deducted from each month's salary. So your monthly withholding is the salary tax for that month.
Does the percentage include the 9% surcharge?
No. The 9% surcharge is on top of the calculated income tax, only when annual taxable income exceeds PKR 10 million. So a salary of PKR 1,500,000/month (18M annual) pays the slab tax plus an extra 9% on that tax.

Are bonuses and allowances taxed at the same percentage?
Yes — bonuses and most allowances (except a few exempt ones like medical up to 10% of basic) are added to your taxable income and taxed at your marginal slab rate. A bonus that pushes you into a higher bracket is taxed at the higher marginal rate, not your average rate.
